{"id":25231,"date":"2015-11-13T09:35:13","date_gmt":"2015-11-13T08:35:13","guid":{"rendered":"https:\/\/www.uspsy.fr\/?p=25231"},"modified":"2021-06-01T21:57:09","modified_gmt":"2021-06-01T19:57:09","slug":"appel-a-la-creation-d-un-reseau","status":"publish","type":"post","link":"https:\/\/www.uspsy.fr\/?p=25231","title":{"rendered":"Appel \u00e0 la cr\u00e9ation d\u2019un R\u00e9seau Europ\u00e9en pour une Sant\u00e9 Mentale \u00e9mancipatrice, d\u00e9mocratique et solidaire"},"content":{"rendered":"<em>Ce texte est une proposition susceptible d&rsquo;\u00eatre amend\u00e9e par les contributions des personnes participant \u00e0 l&rsquo;initiative.\n<br \/>\u03a4\u03bf \u03ba\u03b5\u03af\u03bc\u03b5\u03bd\u03bf \u03b1\u03c5\u03c4\u03cc \u03b5\u03af\u03bd\u03b1\u03b9 \u03bc\u03b9\u03b1 \u03c0\u03c1\u03cc\u03c4\u03b1\u03c3\u03b7 \u03ba\u03b1\u03b9 \u03af\u03c3\u03c9\u03c2 \u03c4\u03c1\u03bf\u03c0\u03bf\u03c0\u03bf\u03b9\u03b7\u03b8\u03b5\u03af \u03b1\u03c0\u03cc \u03c4\u03b9\u03c2 \u03c3\u03c5\u03bc\u03b2\u03bf\u03bb\u03ad\u03c2 \u03cc\u03c3\u03c9\u03bd \u03c3\u03c5\u03bc\u03bc\u03b5\u03c4\u03ac\u03c3\u03c7\u03bf\u03c5\u03bd \u03c3\u03c4\u03b7\u03bd \u03a0\u03c1\u03c9\u03c4\u03bf\u03b2\u03bf\u03c5\u03bb\u03af\u03b1<\/em>\n\nLa lutte de r\u00e9sistance du peuple grec contre les politiques n\u00e9olib\u00e9rales, de destruction des services publics de sant\u00e9 et de protection sociale, de mise aux ench\u00e8res des biens communs, politiques impos\u00e9es par la Commission europ\u00e9enne, la BCE et le FMI, \u00e0 l\u2019aide du levier d\u2019une dette ill\u00e9gale, ill\u00e9gitime et odieuse, a ouvert la voie \u00e0 l\u2019\u00e9mergence de radicalit\u00e9s politiques \u00e9mancipatrices et \u00e0 la mise en place de structures d\u2019auto-organisation de la population et des travailleurs. \nParmi celles-ci, les dispensaires et les pharmacies sociaux autog\u00e9r\u00e9s en sont aujourd\u2019hui la forme la mieux organis\u00e9e, jouissant d\u2019une visibilit\u00e9 et d\u2019une reconnaissance importante au sein de la soci\u00e9t\u00e9 grecque et au-del\u00e0. \n\nLe mouvement de r\u00e9appropriation citoyenne des biens communs peut se d\u00e9velopper plus sp\u00e9cifiquement au niveau des dispositifs de sant\u00e9 mentale qui, soumis en Gr\u00e8ce \u00e0 des restrictions massives de moyens, sont emp\u00each\u00e9s d\u2019accomplir leur fonction, \u00e0 savoir d\u2019accueillir la souffrance psychique et d\u2019accompagner les patients \u00e0 travers des projets individuels, respectueux de leur subjectivit\u00e9. Sont cons\u00e9quences de la destruction des moyens pour la Sant\u00e9 : le d\u00e9ni de la finalit\u00e9 humaine des soins, la d\u00e9t\u00e9rioration de leurs contenus et des pratiques. Aujourd\u2019hui, une part nombreuse et croissante de la population grecque souffre psychiquement des cons\u00e9quences d\u2019un remaniement brutal des rapports sociaux, engendr\u00e9 par la crise et les rem\u00e8des toxiques n\u00e9olib\u00e9raux. \n\nSoumis \u00e0 l\u2019impact d\u2019analogues choix n\u00e9olib\u00e9raux et \u00e0 de mesures d\u2019aust\u00e9rit\u00e9, m\u00eame si de moindre intensit\u00e9 qu\u2019en Gr\u00e8ce, confront\u00e9s \u00e9galement aux d\u00e9nis de d\u00e9mocratie \u00e0 plusieurs niveaux, les populations et les travailleurs de toute l\u2019Europe, notamment ceux de la Sant\u00e9 Mentale, doivent s\u2019inspirer des mouvements de r\u00e9appropriation des biens communs, dans la perspective d\u2019un changement radical des rapports sociaux et de l\u2019organisation du travail et du soin. \n\nCette perspective passe par la solidarit\u00e9 avec le peuple grec, exprim\u00e9e par la cr\u00e9ation et l\u2019animation de larges collectifs citoyens, par la lutte des peuples europ\u00e9ens contre les politiques d\u2019aust\u00e9rit\u00e9 g\u00e9n\u00e9ralis\u00e9e et sp\u00e9cifi\u00e9es dans chaque pays, par la d\u00e9nonciation de la tyrannie des dettes ill\u00e9gitimes \u00e0 tous les niveaux d\u2019organisation sociale. \n\nDans le contexte europ\u00e9en actuel, la Sant\u00e9 Mentale, bien qu\u2019issue des aspirations d\u2019\u00e9mancipation de l\u2019humain de la souffrance et l\u2019ali\u00e9nation \u2013 promise par la science positive \u2013 et de la promotion des droits fondamentaux pour toutes et tous, risque de se transformer en outil de r\u00e9gulation a minima des effets d\u2019une violence \u00e9conomique et sociale. \n\nLa Gr\u00e8ce, s\u2019inspirant du secteur psychiatrique \u00e0 la fran\u00e7aise notamment, a initi\u00e9 des r\u00e9formes en Sant\u00e9 Mentale, dont les ambitions ont \u00e9t\u00e9 la rel\u00e9gation au pass\u00e9 de l\u2019enfermement et du mod\u00e8le asilaire, r\u00e9aliser le rapprochement des soins \u00e0 la population. Ces r\u00e9formes ont \u00e9t\u00e9 arr\u00eat\u00e9es \u00e0 mi-chemin par la tourmente aust\u00e9ritaire, dont les fauteurs, sous pr\u00e9texte de modernisation mais en motiv\u00e9s r\u00e9alit\u00e9 uniquement par la question budg\u00e9taire, proc\u00e8dent \u00e0 la fermeture brutale des h\u00f4pitaux psychiatriques, sans aucune r\u00e9elle alternative, soucieuse de la continuit\u00e9 des projets de soins, ni m\u00eame de la survie sociale voire physique des patients. Au-del\u00e0 des traits caricaturaux de pr\u00e9cipitation, d\u2019incurie sociale et de d\u00e9ni des droits, qui marquent le \u00ab projet \u00bb grec, on peut reconna\u00eetre dans les discours qui le portent, des analogies avec ce qui est entrepris dans d\u2019autres pays europ\u00e9ens, notamment en France. \n\nL\u2019exp\u00e9rience du mouvement des dispensaires et pharmacies sociaux autog\u00e9r\u00e9s grecs d\u00e9montre qu\u2019un autre accueil pour les patients est possible dans des espaces publics ind\u00e9pendants \u00e0 la fois des administrations \u00e9tatiques et de l\u2019\u00e9conomie de march\u00e9. Cette exp\u00e9rience, cr\u00e9atrice d\u2019une hospitalit\u00e9 nouvelle, rejoint les pratiques alternatives de d\u00e9sinstitutionalisation et de d\u00e9sali\u00e9nation, et les combats que nous avons port\u00e9s, pendant les derni\u00e8res d\u00e9cennies, pour la conqu\u00eate de droits nouveaux humains, dans une perspective d\u2019\u00e9mancipation \u00e9largie. \n\nLe contexte europ\u00e9en actuel, dont la Gr\u00e8ce occupe aujourd\u2019hui l\u2019\u00e9picentre, est l\u2019opportunit\u00e9 pour constituer un R\u00e9seau de solidarit\u00e9 et de luttes fond\u00e9s sur les utopies concr\u00e8tes d\u2019\u00e9mancipation comme perspective de R\u00e9sistance. Un tel R\u00e9seau serait celui d\u2019\u00e9changes r\u00e9ciproques de pratiques et de contenus qui, conjointement \u00e0 un soutien concret \u00e0 nos amis grecs, conduiraient \u00e0 l\u2019\u00e9laboration d\u2019un projet pour le d\u00e9veloppement et la diffusion de pratiques d\u00e9mocratiques et \u00e9mancipatrices en Sant\u00e9 Mentale, dans le souci de sa continuit\u00e9 dialectique. \n\n\nC\u2019est dans cette perspective que nous appelons \u00e0 une rencontre internationale \u00e0 Ath\u00e8nes au printemps prochain. \n\n\n\n\u039a\u03ac\u03bb\u03b5\u03c3\u03bc\u03b1
